Officials in Government, Public and Private Sectors, Universities, Chambers of Commerce and Industry, etc. Candidates should possess adequate work experience.
Eligibility criteria for admission to Courses
- Academic qualifications as laid down by the Institute for the Course concerned.
Working knowledge of English required to follow the Course.
- Age between 25 to 45 years.
- Medically fit to undertake the training.
- Applicants can browse the available courses at 70 Empaneled Institutions conducting more than 300 short-term, medium-term and long-term courses during the year.
HOW TO APPLY
- All new applications are required to be filled in by the applicants themselves at the “Apply for ITEC/SCAAP course” link at the website https://www.itecgoi.in. They can choose their own login email ID and create their login password, which would be used by the system to keep them posted of the processing status. After a candidate has applied for a course, he/she must take a printout of the application. This form is to be submitted to the High Commission of India, Windhoek, 97, Nelson Mandela Avenue, Klein Windhoek, along with undertaking by candidate and certification of recommendation from employer (Part-II of Application Form).
- Candidates may later check the status of their application by logging-in at www.itecgoi.in.The credentials for log-in may be noted while filling up the form.
STEPWISE GUIDE TO APPLY ONLINE FOR SCAAP (ITEC) FELLOWSHIPS 2019-20
1. Register your Application on www.itecgoi.in/meaportal/registerApplicant. You must have a valid email id to be able to register your application online.
2. Check your email and click on the activation link sent by the system to authenticate your candidature. Note down the applicant id issued to you and refer to it in all communications to us here from.
3. Give all details correctly and note that uploading a passport size photograph (duly cropped) in jpg formatis COMPULSORY for online application submission. Also provide your email id as login, and choose a password for your ITEC account. Keep your login and password carefully written for future use, since all updates will automatically reach your account which you should keep checking from time to time.
4. Submit the application online after duly providing all details. Note that you will have to furnish copies of all academic qualifications claimed and your valid passport copy in this form, ALL DULY ATTESTED recently by Namibian Police.
5. Take printout of your form by clicking on the icon ‘print’ once you have clicked on the link sent to you.
6. Get Medical report filled in by a registered medical practitioner, who should sign and also put his legible seal on the relevant column in your application printout. Full address, phone number and contact email id should be provided legibly by the medical practitioner.
7. Undertaking section of the form has to be signed by the Applicant in ink.
8. Nominating Ministry/Organization should fill up relevant section of the form completely and legibly.
9. Attach attested copiesof:
a) all educational qualifications claimed in the form
b) your valid passport (should be valid at least six months after the last date of selected course). Attestation should be recent and done by Namibia Police. Educational Qualifications claimed by you will be considered only if accompanied by attested copy of degree/marksheets/diploma certificate is attached. Note that there are strict eligibility criteria for many courses and if the course you are applying for requires a certain qualifying degree/certificate/professional qualification, and then the attested copy of the same should be submitted with your form.
10. Send the Application THROUGH the Nominating Authority with your application printout, and attested attachments to the High Commission of India, 97, Nelson Mandela Avenue, P.O Box 1209, Windhoek.
GENERAL INFORMATION
- Applications should reach the High Commission of India, Windhoek, preferably 2 months before the commencement of the Course.
- Upon selection, the High Commission of India will inform the nodal/designated Department/Agency and the candidate.
- Selected candidates are required to familiarize themselves fully with the living conditions in India and about the Institute through the Institute's website.
- Decision regarding acceptance of applications/nominations rests solely with the Ministry of External Affairs, Government of India.

Participants will be provided with the following allowances and facilities:
- Excursion/economy class air tickets for travel from Windhoek to the training Institute in India and back;
- Gratis Indian Visa for the duration of the Course;
- Course fees - borne by Government of India;
- Accommodation provided by Government of India in hostel/hotel, depending on the Institute. Participants are required to pay for services availed by them such as (a) Room service, (b) Laundry, (c) Local and outstation telephone calls, fax, etc.;
- Living Allowance @ Rs. 1500/- per day to meet expenditure on food, out-of-pocket expenses, etc. The allowance is calculated from the date of arrival till the date of departure;
- Disbursement of the Living Allowance will be made by the Institute on a weekly/fortnightly basis (as decided by the Institute); the participants are supposed to pay for their meal out of this allowance. In case the Institute makes arrangement for the food, a portion of the allowance will be deducted by the Institute in advance and rest will be paid to the participants. Participants may wish to bring some extra money for shopping and other dietary needs;
- Book Allowance up to Rs. 5000/- for purchase of course-related books and purchase receipts need to be submitted for reimbursement;
- Study Tour. Participants are taken on study tours to acquaint/familiarize themselves with aspect of history and culture of India as well as to institutions/industries symbolizing modern India as part of their Course Curriculum, which is mandatory. Government of India bears cost of approved study tours during the Course.
- Medical Facility. Participants selected for training Courses are expected to be medically fit. Medical facility is for ailments of immediate and emergency nature occurring in India. No medical reimbursement allowed for ailments of regular/chronic nature. Participants must carry their own medicines for chronic ailments like diabetes, hypertension, etc. and have to bear the expenditure for medicines and consultation of doctors on their own.
- If any special assistance is required by a participant during his/her stay in India, that should be intimated to Mission as well as to the concerned Institute prior to departure for India. It is advised that participant may check with the Institute about the availability of facility required by him/her.
GUIDELINES
- Participants are required to obtain from the Indian Mission the contact telephone/mobile numbers of the Course Coordinator and the Institute. They must familiarize themselves with the weather conditions and the type of clothes to be carried to India.
- Participants are required to conduct themselves with discipline and abide by rules, regulations and guidelines as stipulated by both the nominating Government and the Government of India.
- Participants are required to complete the training Course. Request for change of Course midway is not entertained.
- Participants are required to abide by the rules of the university/institution/establishment in which the participant is selected to undergo the training as well as participate in all Course-related activities including submission of periodic assessments/tests conducted by the Institute.
- Participants are to refrain from engaging in any political activity and/or any form of employment for profit or gain.
- Participants are not allowed to bring along their spouses or families for the duration of the Course. No such request would be entertained by Government of India.
- Participants are required to return to their countries upon completion of the training Course.
- Participants who leave the Course midway without prior intimation/permission of the Ministry of External Affairs or remain absent from the Course without sufficient reasons are required to refund the cost of training and airfare to Government of India.
- Participants are taken on study tour(s) as part of their Course Curriculum to visit different heritage sites/places of interest in India. No requests for any additional private tourism, etc. will be entertained during the Course.
- ITEC sponsorship could be canceled at any time due to unsatisfactory conduct, breach of conditions of the Programme, violation of rules of the institute/university/establishment, failure to make satisfactory progress in the training Course or for other sufficient cause as determined by the Government of India.
- Female participants are advised to abstain from joining training Courses if they are in family way prior to their departure for India.
- Participants must ensure that there is no family or official commitments during the training programme. Request for leave during the course may not be acceded to by the Government of India.

The Indian Technical and Economic Cooperation (ITEC) Programme
The Indian Technical and Economic Cooperation (ITEC) Programme was instituted by a decision of the Indian Cabinet on 15 September 1964 as a bilateral programme of assistance of the Government of India. India has made substantial progress and gained useful experience in industrial and technological development after it regained its freedom in 1947. The ITEC Programme of the Ministry of External Affairs was an earnest attempt by India to share the fruits of its socio-economic development and technological achievement with other developing countries.
The ITEC Programme has been envisaged essentially as a bilateral programme. However, there have been instances when ITEC resources have been used for financing technical cooperation programmes conceived in regional and inter-regional context such as Economic Commission for Africa, Industrial Development Unit of Commonwealth Secretariat, UNIDO, Group of 77 and G-15. In more recent years, its activities have also been associated with regional and multilateral organizations and cooperation groupings like Association of South East Asian Nations (ASEAN), Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC), Mekong-Ganga Cooperation (MGC), African Union (AU), Afro-Asian Rural Development Organization (AARDO), Pan African Parliament, Caribbean Community (CARICOM), World Trade Organization (WTO) and Indian Ocean Rim – Association for Regional Cooperation (IOR–ARC).
The ITEC Programme has the following components:
- Training (civilian and defence) in India of nominees from ITEC partner countries;
- Projects and project related activities such as feasibility studies and consultancy services;
- Deputation of Indian experts abroad;
- Study Tours;
- Gifting/Donation of equipment at the request of ITEC partner countries; and
- Aid for Disaster Relief.
Training
Training or capacity building is one of the major activities under ITEC. The professionals and people from developing countries are offered unique training courses, both civilian and defence, in different centres of excellence in India which empower them with not just professional skills, but prepare them for an increasingly globalized world.
- Civilian Training Programme: It is fully sponsored by the Government of India. 70 empaneled institutions conduct more than 300 short-term, medium-term and long-term courses every year.
Courses cover Government Courses, IT and Telecommunication, Management, SME/Rural Development, Specialized Courses, Technical Courses, Environment and Renewable Energy Courses. The most sought after courses are in the field of Information Technology and Linguistics (English). Training is imparted to Government officials in areas such as Finance & Accounts, Audit, Banking, Education Planning & Administration, Parliamentary Studies, Crime Records, Management, Environment, etc.
- Defence Training: This covers training to personnel belonging to all the three wings of Defence Services, viz. Army, Air Force & Navy, nominated by the ITEC partner countries in prestigious institutions like National Defence College, Defence Services Staff College, etc. The facility is also extended and availed by some select developed countries. The training field covers Security and Strategic Studies, Defence Management, Marine and Aeronautical Engineering, Logistics and Management, etc.
Deputation of Indian Experts
Indian experts are deputed to friendly countries on their request to assist in developmental activities. Some of the fields covered are Creative Arts, Pest Management, Military training, IT, Audit, various disciplines of Medicine, English teaching, Telecommunications, Agricultural research etc. Indian experiences and expertise in the fields of small and medium scale industries, agriculture and financial management are particularly relevant to the developing countries.
